Speaker Paul Ryan and Majority Leader Mitch McConnell guided through Congress a spending bill for the rest of fiscal year 2017 which has Democrats declaring victory. It gives President Trump a smaller increase in military spending than he thought necessary and includes nothing for the border wall, while increasing non-defense programs that Trump wanted cut. Are establishment Republicans correct in calling this a good bill?
